Het gaat om elf personen onder wie twee vrouwen Ze werden in Irak voor terrorisme veroordeeld. Ze maken deel uit een groep IS strijders die vast kwam te zitten na de militaire nederlaag van de Islamitische staat in 2019. De vrijgelaten gevangenen krijgen een alternatieve straf in eigen land.
